Are Cavalry stetsons authorized to be worn with the Army Service Uniform?
No.
But the Cav wears them anyway. There are many time myself and other people from the cavalry squadron walked into the division ball wearing our stetsons. The other offciers and senior NCOs in the division knew that we were the Cav and were going to wear the spurs and stetson, and drink our toasts 'mounted' (standing on our chairs) no matter what the non-Cav people said.
